英語：Stop Online Piracy Act、SOPA

米国議会が2012年1月現在、審議を行っている法案。インターネット上で著作権を侵害するコンテンツがあった場合に、海外の違反者に対して、米国法に基づき取締りや削除命令を下せるようにするもの。「SOPA」の略称で呼ばれることが多い。

オンライン海賊行為阻止法案が可決すると、文章・音楽・映像などのコンテンツの著作権者が、米国の司法当局に申し立てることによって、著作権を侵害しているコンテンツを含む問題のサイトを、直接的に制限できるようになるといわれている。

具体的には、インターネットサービスプロバイダ（ISP）に対して問題のサイトへのアクセスを遮断するよう命じたり、検索エンジンを提供するサービスに対して問題のサイトやコンテンツに対するリンクを削除するよう命じたり、広告配信サービスや決済サービスなどに対して問題のサイトへ収益化の仕組みを提供するのを停止するよう命じたり、といった命令が行使可能になるとされる。

ホワイトハウスは2012年1月14日付けの公式ブログ上で、SOPAを支持しない立場を表明している。

Stop Online Piracy Act

Stop Online Piracy Act (SOPA) は、下院司法委員会委員長ラマー・スミス（英語版）（テキサス州選出・共和党）ほか12名からなる超党派グループにより、2011年10月26日に共同提案されたが廃案になった法案。別名としてHouse Bill 3261あるいはH.R. 3261とも。日本語ではオンライン海賊行為防止法案などと訳される。この法案が成立した場合、合衆国の法執行機関と著作権者が、著作権で保護された知的財産やコピー商品をオンライン上で不正取引する行為に対して行使し得る権限が大幅に拡大されることとなる[2]。この法案は下院司法委員会に提出されたものであるが、同様のものに2008年成立の「PRO-IP法（英語版）」と、2011年5月に上院に提出されて廃案になった「PROTECT IP法案」(Protect Intellectual Property Act、略称:PIPA) がある[3]。
