キューバ計画（キューバけいかく、The Cuban Project）とは、ジョン・F・ケネディ大統領政権初期に中央情報局（CIA）が展開したキューバのフィデル・カストロ政権に対する秘密作戦、テロリズムである。マングース計画（Operation Mongoose）とも。ピッグス湾事件失敗後の1961年 11月30日、ケネディ政権より権限を与えられ、アメリカ空軍のエドワード・ランズデール准将が実行した。

「キューバ危機」の記事における「マングース作戦」の解説

ピッグス湾事件の7カ月後の1961年 11月、ケネディは軍事作戦とは別に隠密作戦の検討を始め、その特別グループを編成した。そしてカストロ打倒計画を立てる中心人物としてエドワード・ランスデール空軍少将を作戦立案者に指名し、政権の総力を挙げてカストロ政権打倒を目指す「マングース作戦」（Operation MONGOOSE）を極秘裏に開始した。ただし軍事訓練を施した亡命キューバ人をキューバ本土に派遣して破壊活動を実施させ、再度のキューバ侵攻作戦の計画立案を進めたのではなく、ランスデールが国防総省で検討を加えたのは破壊工作・経済的妨害・心理戦などからなる計画で隠密行動が主であり、その中にはカストロ暗殺計画もあり、1962年 10月までにカストロ政権を転覆させるというものであった。今日、ケネディ政権がどこまで本気でこのマングース作戦を実行するつもりであったかは不明である。アメリカ軍によるキューバ侵攻作戦という大がかりな計画ではなく隠密にカストロを暗殺するものであったという見解と、一方では当時 CIAはすでにカストロ体制が予想以上に強く隠密作戦だけで体制を転覆させられると考える者はなく、大規模な軍事行動が必要であるとの考えから軍事作戦の基本計画を練っていたという見解がある。「マングース作戦」は徐々に速度を上げて進捗し、キューバでミサイル基地が発見された時の 1962年 10月15日にも作戦が予定されていたが急遽中止となった。それは奇しくもキューバへのミサイル配備計画とほとんど時期を一にするものであった。
