ヘルシンキ宣言は、ヒトを対象とする医学研究の倫理原則である。この宣言は、1964年フィンランド（ヘルシンキ）で開催された第18回世界医師会総会で採択され、それ以降2000年までに５回改訂されてきた。その後、項目明確化のための注釈が2002年と2004年に追加された。ヘルシンキ宣言のねらいは、その内容から以下のとおりまとめられる。
医学の進歩は、最終的にはヒトを対象とする試験に多かれ少なかれ依存せざるを得ない。そうした医学研究は、予防・診断・治療方法の改善や疾病の原因・病理の理解の向上を目的とし、最善であると証明された予防・診断・治療方法であっても、その有効性・効率性・利用し易さ・質などを絶えず再検証するものであることから、医学の進歩はもとより日々刻々と変化する人間の健康問題に対処していくうえで必要不可欠なものである。しかし、そうした医学研究には危険や負担が伴うこともある。ヘルシンキ宣言は、医学研究に参加する被験者個人の福利を科学や社会の利益よりも優先すること、とくに社会的・経済的・医学的に不利な立場に置かれている人びとや特別な保護を要する人びとの権利を尊重することを強く主張するとともに、ときには生命の危険が伴う医学研究において、いかに被験者の健康や権利を擁護すべきかを示した倫理基準といえる。（市川政雄）
