原子炉内で、核分裂で新しく発生した中性子（高速中性子）をエネルギーの弱い中性子（熱中性子）にまで減速させ、次の核分裂を起こしやすくする材料を言う。普通の水（軽水：Ｈ_２Ｏ）や重水（Ｄ_２Ｏ）、黒鉛（炭素：Ｃ）、ベリリウム（Ｂｅ）などが用いられる。
減速材には、原子番号の低い元素およびその化合物が用いられ、かつ中性子を吸収されにくいものが使用される。これらの原子核と高速中性子が、弾性、非弾性衝突を繰り返してエネルギーを失い減速されて熱中性子になり、ウランやプルトニウムとの核分裂連鎖反応の割合が高くなる。
この減速材の種類により、原子炉の種別を軽水炉、重水炉、黒鉛ガス炉と呼んでいる。
