北極評議会

北極圏の環境管理や資源の利用を話し合う国際機構。1996年のオタワ宣言によって設立された。北極圏に位置する諸国の交流や協調を図ることも趣旨としている。かつては「北極圏環境保護戦略」として北極圏の環境保全を主な目的としていた。
加盟国はカナダ、デンマーク、フィンランド、アイスランド、ノルウェー、ロシア、スウェーデン、アメリカ合衆国の計8カ国。各種の決定は上記8カ国のコンセンサスによってなされる。加盟国は固定されているが、他国はオブザーバーとして、会議に参加でき、発言や提言ができる。その他に「イヌイット極域評議会」などの先住民族団体が常時参加者に含まれている。隔年で閣僚会議が催されている。
2013年5月15日に加盟8カ国による、閣僚会議が開催され、日本、韓国、中国をはじめとする6ヶ国がオブザーバーとして認められた。一方で、16日の朝日新聞の記事によると、中国がオブザーバーとして参加することに対し、欧米は警戒感を強めている。グリーンランドへの投資など、北極圏における中国のプレゼンスが高まっていることが背景にあるとされている。

北極評議会（ほっきょくひょうぎかい、英語: Arctic Council）は、1996年9月のオタワ宣言（Declaration on the Establishment of the Arctic Council）に基づき設立された、カナダ、デンマーク（グリーンランド、フェロー諸島を含む）、フィンランド、アイスランド、ノルウェー、ロシア、スウェーデン及びアメリカ合衆国の北極圏8カ国が参加する国際協議体である[1]。略称はAC。ノルウェーのトロムソに常設事務局が設置されている。
