ミンスク議定書（ミンスクぎていしょ、英語: Minsk Protocol, ロシア語: Минский протокол, ウクライナ語: Мінська угода）は、2014年9月5日にウクライナ、ロシア連邦、ドネツク人民共和国、ルガンスク人民共和国が調印した、ドンバス地域における戦闘（ドンバス戦争）の停止について合意した文書[1][2][3]。これは欧州安全保障協力機構（OSCE）の援助の下、ベラルーシのミンスクで調印された。以前から行われていたドンバス地域での戦闘停止の試みに添い、即時休戦の実施を合意している。しかしドンバスでの休戦は失敗した[4]。

詳細は「ミンスク議定書」および「ミンスク2」を参照 2014年9月5日、ウクライナ、ロシア連邦、ドネツク人民共和国、ルハーンシク人民共和国がミンスク議定書に調印したが休戦に失敗した。 2015年2月11日にはミンスク2（ミンスク合意）が調印された。しかし、親ロシア派武装勢力が占領するウクライナ東部の2地域に幅広い自治権を認める「特別な地位」を与えるとの内容も含まれたこの合意は、ウクライナ国内で不満も出ていたことから、2019年に大統領になり、当初融和派だったウォロディミル・ゼレンスキーも翻意して履行せず、反故に動いた。一方、合意には「外国の武装組織の撤退」や「違法なグループの武装解除」も定められているが、親露派とロシア側は守ってこなかった実情もある。 2021年10月26日、ウクライナ政府軍は親露派との紛争地域で親露派武装勢力にドローン攻撃を実施した。ドローンによる攻撃は、ミンスク2から強化された2020年7月の協定で禁止された違反行為であったため、ロシアからの批判だけでなく、欧米諸国からも異を唱えられた。その禁止行為はロシア軍が行動に移すための口実となった。 緊張は高まり続け、2022年2月21日にロシアのプーチン大統領が「もはや存在しない」として、破棄を明言した。
