スペンサー・パーシヴァル閣下（Hon. Spencer Perceval KC, 1762年 11月1日 – 1812年 5月11日）は、イギリスの政治家。庶民院議員（在任：1796年 – 1812年）、法務次官（英語版）（在任：1801年 – 1802年）、法務長官（在任：1802年 – 1806年）、財務大臣（在任：1807年 – 1812年）、首相（在任：1809年 – 1812年）を歴任した^[1]。

^ 18世紀から19世紀にかけてのイギリスでは、中世以来の官職の多くが実質的意味を失い、「職務はないが賃金はある」という状態にあった。利権の一種として政界での貢献に対する褒賞や、議会での支持票を確保するための手段に用いられた^[14]^[15]。これに対し、議会はたびたび御用議員排除法（英: Place Act）を制定して、閑職と御用議員（英語版）の数を減らしていった。パーシヴァルものちにこの問題に取り組むこととなる。なお、閑職問題について、議会は1780年のダニング決議を皮切りに半世紀をかけて官職整理を続けたが、最終的な解決は1870年代の採用試験による公務員登用制度を待たなければならなかった^[16]。
