歴史
ケムトレイル陰謀論は、1996年にアメリカ空軍が気象制御に関する報告書を発表したことをきっかけに広まり始めた[21]。1990年代後半には、「異常な飛行機雲を生成する航空機」を使用して「謎の物質を国民に散布した」としてアメリカ空軍は非難された[17][22]。この陰謀論は、1999年からインターネットのフォーラムに投稿されるようになり、ラジオ番組の司会者であるアート・ベルが拡散した多くの陰謀論の中にも含まれていた[23][19]。ケムトレイル陰謀論が広まるにつれ、連邦政府当局には抗議の電話や手紙が殺到した[21][14]。
2000年には、環境保護庁（EPA）・連邦航空局（FAA）・航空宇宙局（NASA）・海洋大気庁（NOAA）などのアメリカ合衆国の複数の政府機関がこの噂を払拭しようと対応を試みたものの[24][25]、大多数のケムトレイル信奉者は、EPAのファクトシートを政府による隠蔽工作が存在するさらなる証拠として解釈した[14]。EPAは2015年に投稿を更新した[26]。
アメリカ空軍は、この陰謀論はデマであるとするファクトシートを2000年代初頭に発表しており、そこでは、1996年にアメリカ空軍大学で起草された『Weather as a Force Multiplier: Owning the Weather in 2025』というタイトルの論文が引用されたことが、この陰謀論が過熱した要因の一つであるとされている[27][28]。この論文は、2025年における米国の軍事的優位性を維持する目的で、将来の戦略的気象制御システムを概説するという軍事的指令に応じる形で発表されたものであり、「将来の状況やシナリオに関する架空の表現」であることが分かっている[28]。アメリカ空軍は更に、この論文は「現在の軍事的な政策・実践・能力を反映したものではなく、気象制御の実験や計画は実施しておらず、将来的にも実施する予定はない」と2005年に明らかにしている[17][29]。またアメリカ空軍は、「ケムトレイルというデマは、多くの大学や科学団体、および主要メディアによって調査され、反論されてきた」とも述べている[17]。
この陰謀論は、主流なメディアでは滅多に取り上げられず、取り上げられたとしても通常は反政府的な被害妄想の一例として取り上げられる。たとえば、2013年にCIA・NASA・NOAAが、地球温暖化を地球工学で解決するための方法を研究するために、米国科学アカデミーに資金を提供する予定であることが公表されたとき、インターナショナル・ビジネス・タイムズの記事は、「天候を制御または操作する方法を模索している政府機関があるという考えは、邪悪な陰謀への恐れと詮索に直面するだろう」と予測し、例としてケムトレイル陰謀論を挙げている[30]。
新型コロナウイルスの流行時
2019年からの新型コロナウイルス（COVID-19）の流行時に、陰謀論的思考が急増し、ケムトレイルはCOVID-19の拡散やワクチンの接種、マインドコントロール、人口削減計画や新世界秩序（NWO）を推進するために使われていると主張され、より広く拡散されるようになった[2][31][32]。ケムトレイルのソーシャルメディアグループは、頻繁に反ワクチンや気候変動否定論についての主張を行い、COVID-19やQアノン陰謀論の盛り上がりを利用した[32]。近年、このような虚偽の主張が急増したため、ファクトチェックサイトは多くの反証記事を掲載している[32][13]。日本においても、2022年9月28日、 日本ファクトチェックセンター（JFC）がケムトレイル陰謀論を取り上げたが[2]、「調べるまでもなく信じるに値しない話」であり、「このような陰謀論を信じる低リテラシー層がこの記事を含め、 ファクトチェック記事を見ることはあるのか」「見たときに科学的、あるいは論理的な説明をもって納得してくれるのか」「やるべきことはオカルトの検証なのか」と批判された[33][31][34]。編集長の古田大輔は、「荒唐無稽な陰謀論でも信じる人がいるため、地道なファクトチェックやメディア・リテラシーの普及が必要である」と述べている[35][36][37]。2023年、Google検索経由で最も読まれたJFCの記事は、2022年に公開したケムトレイル陰謀論の記事だった[34]。

there are no books on the subject to date. Reports on contrails are carried by dedicated websites...Mainstream news agencies rarely report on concerns over contrails, and when they do it is in terms of anti-government "paranoia". When USA Today ran a contrail story it likened the story to something out of The X-Files, arguing that it was only those who are suspicious of the government who believe that lines in the sky are evidence of malfeasance. Some suggested that they are trying to slow down global warming with compounds that reflect sunlight into the sky.
