文民（ぶんみん）は、一般に軍人でない人物を指す[1]。もとは日本国憲法を制定する際にシビリアン（英語: civilian）の訳語として造語された言葉である[2]。シビリアンとは、一般に「警察、軍、消防の一員でない者」を指す[3][4][5][6]。すなわち、公共のために犯罪、災害、戦争などへの対処にあたり、自分の命を危険にさらす業務に携わっていない人間のことである[7]。
