国際ジェノサイド研究者協会[2]（英語: International Association of Genocide Scholars, 略称: IAGS）は、ジェノサイドの本質、原因、そしてそれによってもたらせる帰結に関する研究および教育を促進することを目的とした、国際的かつ無党派の組織である[3]。また、IAGSはジェノサイド予防に関する政策研究の推進にも取り組んでいる[4][5][6][7][8]。会員は、学者を中心に、反ジェノサイド主義者、芸術家、ジェノサイドのサバイバー、ジャーナリスト、法律家、公共政策立案者など、ジェノサイドに学術的または専門的な立場で関わっている約600人を擁している。査読付きの公式学術誌は『Genocide Studies and Prevention（ジェノサイド研究と予防）』である。[9]。
2025年時点で500人以上の会員を擁するIAGSは[10]、複数の情報源によって、ジェノサイドおよび人道に対する罪を研究する学者たちの世界で最も権威のある[11][12]かつ最大の組織であると評されている[13][14][15][16]。
決議および声明
国際ジェノサイド学会（IAGS）は、執行理事会、諮問理事会、または参加会員によって可決された決議を通じて、正式な立場を表明する。公共的な問題に関する決議は、投票者の3分の2を超える賛成があり、かつ全会員の20%以上が投票に参加した場合にのみ可決される[17]。通常、決議に対する投票率は25%から34%の範囲に収まる[18]。
決議案の起草者と全会員との会合は、定款によって義務づけられてはいないが、場合によっては開催されることがある[18][19]。IAGSによって可決された決議は、ジェノサイド、大規模な残虐行為、及び否認主義に関する学術的評価を反映するものである。IAGSは以下の事例において、ジェノサイド犯罪およびそれに関連する問題に関する決議を可決し、理事会声明を発表してきた:
- アゼルバイジャンによるジェノサイド的行為 - ナゴルノ＝カラバフにおけるアルメニア人に対する、封鎖および攻撃を含む[20]。追加の声明として、アルメニアに対するアゼルバイジャンの侵略に関する非難[21]、および声明が含まれる[22]（2022年10月）。
- オスマン帝国下におけるアルメニア人ジェノサイド[23]。2005年にIAGSは、ジェノサイドの否認を非難する公開書簡をトルコ国家当局に対し発表し[24]、2006年にはジェノサイドを否認をするその他の関係者に対しても公開書簡を送付した[25]。2007年にはIAGS執行理事会が、ジェノサイドを認定する決議を支持する書簡をアメリカ合衆国連邦議会に提出した[26]。
- 1971年のバングラデシュ独立戦争中に発生したバングラデシュ・ジェノサイド[28] 。
- イランのマフムード・アフマディーネジャード大統領によるホロコーストの否認[34]。
- スーダン西部のダルフールにおけるジェノサイド（2005年6月）[35]。
- ロバート・ムガベ政権下におけるジンバブエでの政治的暴力および弾圧[37]
- 2022年のロシアによる侵攻以降のウクライナ情勢についても、IAGS執行理事会によって取り上げられた[38]。
