フィジカル層とは、ネットワークにおけるプロトコルの機能を表したOSI参照モデルにおいて、最も物理的な接続形式を規定している通信モデルのことである、全7階層のうち第1層目に位置している。
フィジカル層では、伝送経路上のデータ表現方式やインターフェースの形状といった、ネットワークの接続やデータ伝送に関する物理的・物質的な方式が規定されている。具体的には、コネクタのインターフェース形状や、通信回線の材質、電気信号の変換に用いる電圧レベルや光波長の変換方式、タイミング、などがフィジカル層で規定されている。データは電波などとして扱われはするが、その意味内容については一切規定されていない。

物理層（ぶつりそう、英: physical layer）は、OSI参照モデルにおける第一層。機器間の接続において、ケーブルや電磁波などの伝送媒体上で電気信号や光信号の形でデータを送受するための方法や手順が規定される。
