| 水域、特に海洋において船舶や海洋施設あるいは陸上施設などから排出、または災害などによって流出された油によって生じた汚染を一般的に油濁と呼んでいる。船舶による海洋汚染については、1950 年代に至り、石油の海上輸送量の増加に伴って国際的に問題となり、 1954 年に汚濁防止のための国際条約が採択された。わが国でも 1967 年にこの条約を批准するとともに、「船舶の油による海水汚濁の防止に関する法律」を制定した。その後同法は 1969 年の IMCO（政府間海事協議機関）における条約改訂に伴って、1970 年に「海洋汚染および海上災害の防止に関する法律 （海洋汚染防止法）」に改められた。大規模な油濁事故としては、1967 年 3 月に英国南西沖でトリーキャニオン号（ 118,000 重量トン）が座礁し、積荷の原油が大量流出した事件があり、最近ではイランのノールーズ油田における原油流出に伴う湾岸各国への油濁事件などがある。 |

石油流出（せきゆりゅうしゅつ）、または油流出（あぶらりゅうしゅつ）は、液体の石油系炭化水素が人為的に自然環境に流出することをいい、しばしば海への流出を指す。液体の石油系炭化水素とは石油、ガソリン、軽油といった生成された石油製品のほか、副産物、舶用燃料油、廃油、廃油混合油など様々なものを含む（以下、石油と表記）。流出した石油を除去するには数か月ないし数年を要する[1]。流出した石油は海洋環境に悪影響を及ぼす。石油による人為的な汚染のほとんどは人間の陸上での活動によるものであるが、世間の関心や規制が最も向けられるのは石油タンカーに対してである。
