8月23日、不法越境の疑いで広東省当局が一台のモーターボートを拿捕し十余名を拘留した、と中国海警局が国内ソーシャルメディアにおける2020年8月26日付の投稿で公表した。発表によると、この事件が起きた箇所は南シナ海洋上の、香港島から約78キロメートル離れた点であったとされる。匿名筋から得た情報を基に二つの報道機関が、この事件において台湾への途上で総勢12名の人物が拘留されこの中の少なくとも10名は香港居民（英語版）であったと報じ、8月27日『ガーディアン』紙がこれを引用した。この匿名筋によると、拘留された人物の中には李宇軒（中国語版）という活動家の姿があった。李はこの事件を遡る8月10日に香港国家安全法に関わる容疑で逮捕され、後に保釈された人物である。香港警務処処長である鄧炳強（英語版）は8月27日にメディアに対し、既にこの拘留についての報告は受けており、警務処は中国当局に対し情報提供を要求しているところであると語った。^[1]
