トーマス・フランク（Thomas Martin Franck、1931年 7月14日 - 2009年 5月27日）は、アメリカ合衆国の法学者、弁護士。専門は、国際法。

1931年、ベルリンのユダヤ系家庭に生まれる。1938年11月ナチス・ドイツの迫害を逃れ、スイスでの半年間の滞在を経て、カナダのバンクーバーに移住した。ブリティッシュコロンビア大学卒業後、ハーバード大学で修士号と法学博士号を取得。ネブラスカ大学助教授を経て、1957年からニューヨーク大学で教鞭をとった。1998年から2000年までアメリカ国際法学会会長を務めた。
