民族の多様化
1974年、東南アジアからの難民が初めてラクロスに入ってきた。ベトナムの5人家族だった。1975年にはカンボジアから3人家族が入ってきた。1976年6月には最初のミャオ族難民が入ってきた。その後の数年間で、ラオス、カンボジア、ベトナムからの難民が増え続けた。1982年までに、市内には約800人の東南アジア難民が入っていた。
この増え続ける難民人口に対応するために、1982年12月、非営利、免税機関としてラクロス地域ミャオ族相互援助協会が結成され法人化された[19]。
