フィリップ・サーニー（Philip George Cerny、1946年3月13日 - ）は、イギリスの国際政治学者。専門は、国際政治経済学、グローバリゼーション研究。
ニューヨーク生まれ。1976年、マンチェスター大学で博士号取得。ヨーク大学講師・上級講師、リーズ大学政治学部教授を経て、現在、マンチェスター大学教授。
元々はフランスの政治外交を専門としていたが、最近では、グローバリゼーションによる国家の変容に関心を移している。
