スーザン・セル (Susan K. Sell) は、アメリカ合衆国の国際政治学者。ジョージ・ワシントン大学教授。

カリフォルニア大学サンタバーバラ校から修士号、カリフォルニア大学バークレー校から博士号取得。

国際政治経済学の観点から、TRIPS協定などの知的財産権をめぐる問題を考察している。
