ハロルド・ドワイト・ラスウェル（Harold Dwight Lasswell、1902年2月13日 - 1978年12月18日）は、アメリカ合衆国の政治学者。20世紀の中葉におけるシカゴ学派の重鎮で、行動論主義の創始者。政治コミュニケーションの研究で知られる。主にイェール大学で教鞭を執った。ハロルド・ラズウェルとも表記される。

学説

政治的無関心の三類型

ラスウェルによれば、現代人の政治的無関心は以下のように分類できる。

• 無政治的無関心 ……仕事や娯楽を優先しており、政治には関心を抱いていない状態。狭義の政治的無関心。
• 反政治的無関心 ……宗教的な理由などにより、積極的に政治との関わりを避けようとする状態。
• 脱政治的無関心 ……かつては積極的に政治に参加していたが、挫折や幻滅を味わったことで政治から離脱している状態。

この理論は、デイヴィッド・リースマンによる二類型と併せて参照されることが多い。

政治家と権力

『権力と人間』にて提唱された理論。政治家が権力を追求する理由は何か、という疑問への解答の一つ。ラスウェルによれば、政治家は幼少期に、権力に関する嫌な出来事を経験している。そのため過去の嫌な記憶の反動として、権力を志向するようになるのだという。ジークムント・フロイトの精神分析の影響があり、シカゴ大学では精神科医ハリー・スタック・サリヴァンと共同研究をしていたことが知られている。

政治とマスメディア

マスメディアは現代人に対して如何なる影響を与えるかという研究である。社会心理学の領域で参照されることが多い。ラスウェルは、マスメディアの主な効果には以下の三つが存在すると唱えた。

• 環境の監視 ……報道によって営まれる。
• 諸々の事象の関連付け ……評論と解説によって営まれる。
• 社会的遺産の世代的伝達

ロバート・キング・マートンとポール・ラザースフェルドは、ラスウェルと異なる視座から同様の研究を行っている。

政策科学の提唱

ラスウェルは、政策科学という学問の分野を提唱した一人である。彼は体系化の前提として、基礎的な概念の整理等を行った。

政治権力を関係概念で分析

　政治権力については、カール・フリードリヒが実体概念と関係概念に分け、前者の代表をホッブス、マルクスとし、後者の代表をロック、ダールとしている。わが国では、高畠通敏などの著作の影響から、ラスウェルの「権力基底」を実体概念に近いものとする説を唱える学者が少なくない。しかし、フリードリヒ自身が著著『比較立憲政治』（早稲田大学出版部,1979年）で、明かにラスウェルをさして、「権力とは関係であり、所有物ではないという考え方を受け入れている」と書いてある。ラスウェルらの『権力と社会』（芦書房,2013年）を読めば、権力基底に尊敬、愛情も挙げており、関係概念に近いのが分かる。
