行政

ヒルズボロ市議会は、市支配人制の議会形態を採用している。6人の市議会議員と市長は選挙により選ばれるが、いずれも任期は4年で、最長でも2期連続の就任制限が課せられている。^[57]市長と市議会は、日常的な市政の指揮を担当する市支配人を任命する。政策決定の責任は市議会と市長にあるが、行政は市支配人と市支配人により任命された職員によって行われる。^[58]政府機能はヒルズボロ・シビック・センターに集約されており、市支配人事務所が収められている他、月2回の市議会会議もこの建物で行われる。^[57]2009年1月現在、市長をジェリー・ウィリー、市議会議員をマイク・カスティロ、オルガ・アクーニャ、ネニス・アンドリューズ、ダグ・ジョンソン、アロン・カールソン、エド・デニスが務めている。^[59]市支配人はサラ・ジョー・チャプレンが務めている。^[60]

ヒルズボロ市は独自の図書館システム、消防局、公園局、水道網、警察を管轄している。ヒルズボロ消防署は4つの消防署を管轄している。ヒルズボロ警察は2つの普通分署、移動分署を管轄している^[51]^[7]。水処理は、郡のクリーン・ウォーター・サービシズを通じて供給されている。

連邦：ヒルズボロはオレゴン州の下院第1選挙区に属する。現在の代表はデイヴィッド・ウー。
州：オレゴン州上院では、ヒルズボロは第15区（ブルース・スター）に属し、南には第13区（ラリー・ジョージ）が隣接する。オレゴン州下院では、第29区（チャック・リレー）と第30区（デヴィッド・エドワーズ）に属する^[61]。
郡：群政委員会の第1区（ディック・ショウテン）、第2区（ダサリ・ストラダー）、第4区（アンディ・ダイク）がある^[62]。
