NebuAdは、Sierra VenturesとMenlo Venturesという投資会社2社の出資により設立され、カリフォルニア州レッドウッドシティに本社、ニューヨークとロンドンに事務所を置くインターネット広告会社であった[1]。より的を射た、ターゲットを絞った広告をインターネットサービスプロバイダ（ISP）に提供するため、ISPと契約を結んでその顧客のウェブサイト閲覧行動を分析し、行動ターゲティング広告システムを開発する企業の一つであった[2]。Phormはこれに類似したヨーロッパを拠点とした会社である。AdzillaとProject Rialtoも同様のシステムを開発中のようである。
