欧州石炭鉄鋼共同体（おうしゅうせきたんてっこうきょうどうたい、英語：European Coal and Steel Community、略称：ECSC）は、冷戦期に欧州6か国が設立し、歴史を経て欧州連合となった国際機関。

^ 「共同市場において競争が正常に行われることを阻止・制限・歪曲することを、直接または間接の目的とする企業間の協定、企業団体の決定および通謀行為はすべて禁止される。」
^ 以下の①②③を満たすことが認可の要件。ときどきの市況にって判断される。更新制の有無は不明。
①生産・分配の顕著な改善に貢献すること。

②先の改善にカルテルが不可欠であり、改善に不必要なほどに競争を制限しないこと。

③価格・販路を統制する決定力がないこと。決定権を外へ移譲したり、共同体内のアウトサイダーに元々競争力があったりするときは要件を満たす。
