初代マカートニー伯爵ジョージ・マカートニー（英語: George Macartney, 1st Earl Macartney KB PC PC (Ire) FRS FSA、1737年5月14日 – 1806年5月31日）は、イギリスの外交官、植民地行政官。駐ロシア大使、アイルランド主席政務官、グレナダ総督、マドラス総督、駐清大使（マカートニー使節団）、ケープ植民地総督という経歴は『アイルランド人名事典』で「地球の四隅を訪れた」と評され、財を成したことから「それほど裕福でない家系出身でも、運と能力に恵まれば、18世紀の大英帝国で出世できる」事例と評された[1]。
