Japan-South Korea Comfort Women Agreement is a bilateral promise between Japan and South Korea about the issure, so-called 'comfort women', made at December,28th 2015.[1] In this agreement, Japan promised to pay one billion yen, and Korea promised never to make complaint about the issue (regarding Comfort Women) forever and never put comfort women' statures anymore. The two nations strongly confirmed this agreement shall be the final and irreversible solution. After this agreement Japan immediately payed one billion yen to Korea and Korea received this money. But,in December 2016, a Korean anti-Japan group put one more comfort woman's stature just in front of the consulate of Japan in Busan.[2].
In the first place, the 'comfort women issue' is a fabrication by Asahi shimbun(A Japanese newspaper) and Korean government. What they call 'comfort women' were completely prostitutes. They were never forced by either Japanese army or government. Some of them were sold by their parents to brokers because of their poverty and others were willing to be prostitutes for make lots of money. In fact, They charged soldiers large amount of money. COMFORT WOMEN WERE NOT SEX SLAVES AT ALL, THEY ARE JUST ONLY PROSTITUTES, Kisaeng in Hangul. Nevertheless, Japanese prime minister Abe apologized for the issue and decided to pay one billion yen. [3]
Korean government has broken the bilateral agreement and they're also against the Vienna Convention on Diplomatic Relations.
Soon after that, Japanese prime minister Abe decided four countermeasures as follows;
1. Recalling ambassador Nagamine from Seoul and consul general Morimoto from Busan [4]
2. Quitting discussions about Central bank liquidity swap
3. Postponing high-level economic consultation between Japan and South Korea
4. Restraining Japanese consul officers from attending Busan city's official events
