The problem doesn't get the attention it deserves. Chicago She worked in the men's department, not the women's. "The first few years, it was an interesting experience because everywhere I went, everybody thought I was somebody's wife," she said. She didn't get the job, but soon after that, then-athletic director Bob Karnes was in search of an assistant In what was likely a bold move at the time, Kames hired Howlett. assaults occurred on dates. In a survey of male college students, 35 percent anonymously admitted that, under certain circumstances, they would commit rape if they believed they could get away with It. In another survey of college males, 43 percent of college-aged men admitted to using coercive behavior to have sex. Ann says: It is clear to me that we must do a better job of sex education at home. We must teach our children to respect one another. This is the parents' responsibility.

Creators Syndicate are sexually assaulted each year. Only 20 percent of sexual assaults against women are perpetrated by males unknown to the victim. The remainder are committed by friends, acquaintances, intimates and family members. Among female rape victims, 6 percent are under age 18. At least 20 percent of adult women and 12 per-cent of adolescent women have experienced some sort of sexual abuse or assault during their lifetimes.

A survey of 6,159 college students enrolled at 32 institutions in the United States revealed the following statistics: More than one in four college-aged women surveyed had been the victim of rape or attempted rape. Fifty-seven percent of the coach at the school. The next year, they moved when Howlett took a job as assistant athletic director at the University of Kansas in Lawrence. She was in charge of all sports but football and basketball; male and female coaches reported to her. Three years later, the Big Ten Conference added an assistant commissioner position in order to help assimilate women's sports into the league.

That was part of Howlett's responsibility when she made the move to one of the nation's most prominent athletic conferences, but she still worked with men's sports. She was one of two women to serve on the organization's football-television committee, a powerful committee at the time. With just one "Game of the Week," the group controlled the media, revenue and exposure of every major college football program in the country.

Still, her stint on the committee was the quintessential experience of dealing with football, the domain of the good old boys, the area that is always the knock against women administrators because they didn't coach it and they didn't play itHowlett, the football coach's daughter, helped control it. Dealing with football with men's athletics gave Howlett a different perspective in the always contentious debate about gender equity. Proponents for women's athletics want equality of opportunity for participation; fans, coaches and administrators of men's sports don't want it coming at a cost to things they hold dear. Often it has come at a price, with athletic departments dropping men's sports in order to comply with the federal law.

It's not the most creative solution, but it is the most common and it has created a great amount of ill will between the two sides. Treading that in-between area is Howlett "Sometimes there's a mentality that you have to be one thing or the other fish or fowl. You can't be someplace in between," she said. "Because I worked in men's athletics and understood their situation and problems didn't mean I was insensitive to the women." It's Howlett's way. Ranting, raving and politicizing hasn't been her style.

She'd rather quietly hear all sides and work the back rooms at conventions. In the meantime, women's athletics became a cause for Howlett. It's the pride of her professional career. Her approach is nearly the opposite of vocal women's sports advocates like Donna Lopiano, the executive director of the Women's Sports Foundation. "She's a steady head, a rational, disciplined thinker," Lopiano said.

"Phyllis was always the steady voice." That doesn't mean Howlett's intention was any different, she stressed. "Donna and I are on the same team. Our approach is different my volume isn't quite as loud," Howlett said. "We need Donna; I'm a strong supporter, and she's a good friend. But we need me, too."
