Publishing the report in one of the Commissioner’s statutory functions under section 5 of the Welsh Language (Wales) Measure 2011.

The report is a statistical and research study of the Welsh language and its use, and focuses on three areas, namely to report on the results of the 2011 Census, creating Welsh speakers and the use of the Welsh language.

The report's findings are based on data and information collated from a number of sources; from the Census and the Language Use Survey to omnibus surveys and research carried out by various organisations.
