In 1989, Phillips established a 12-acre branch campus at the Kyoto Institute.

In 1989, Phillips established a 12-acre branch campus at the Kyoto Institute. All students were required to fulfill Phillips degree requirements including a one-year residency at the Enid campus. The same year, a branch campus of the Kyoto Institute was opened in Osaka, and in 1990, another branch campus was opened in Uji. Faculty members from Enid taught the classes in Japan and in August of 1989 the North Central Association of Colleges and Schools accredited Phillips' Japanese campus. By the beginning of 1990, there were approximately 2,200 students enrolled at Phillips' Japanese branches. In 1995, the branch campuses were reorganized as Phillips University International in Japan.
