The Quebec provincial election of 1944 : an analysis of the role of the election in the democratic process.

  • The basic purpose in undertaking the present thesis was to determine to what extent the election as an essential element of the democratic process performs the function which democratic theory assigns to it. In order to test the validity of this theory the election campaign in the Montreal Area in the Quebec Provincial Election of 1944 has been used as a case study. The thesis is divided into three parts. The first part briefly outlines the theory of Representative Democracy. The second part deals with the background of the election, that is the effect of the war on Quebec politics, and the nature of the parties which were to contest the election. I have felt it necessary to go into some detail in discussing the political events leading up to the election, as otherwise it would be impossible for the reader to fully understand the nature of the issues which were to play a part in that election. The third and main part deals with the actual election campaign. The method followed has been to first of all present an analysis of the results of the balloting in the Montreal Area, and then proceed to study the type of appeal each party made to the electorate in an endeavour to ascertain the reasons for the success or failure which met that party’s efforts.
