アムネスティ・インターナショナル（国際事務局：ロンドン）は、本日、日本政府に 賠償と謝罪を求めて急遽来日した、14人の元従軍慰安婦の人びとと紛争下における 女性への暴力に取組む団体であるVAWW-NETに対し、アイリーン・カーン事務総長名 による書簡を送り、連帯の意思を表明した。
書簡の中で、アイリーン・カーン事務総長は、従軍慰安婦の人びとが拷問と性奴隷 制の被害者となったとし、これは民間人に対する広範かつ組織的な人権侵害であり 「人道に対する罪」を構成するとし、時効等の法的な制限要素が当てはまらない、 と断じた。そして、元従軍慰安婦の人びとに対し、原状回復、被害補償、社会復帰、 満足そして再発の防止を含めた、完全な謝罪・賠償がなされるよう日本政府に求め た。
また、アムネスティは、日本政府が、あらゆる女性に対する暴力について調査し、 その加害者を処罰するよう求めた。

私はここに、アムネスティ・インターナショナルとして、従軍慰安婦の方がたに対す る、原状回復、被害補償、社会復帰、満足そして再発の防止を含めた、完全な謝罪・ 賠償がなされるよう、日本政府に求める声を支持する旨、表明いたします。従軍慰 安婦の方がたは、第二次世界大戦下において日本軍により、拷問と性奴隷制の被害 者となりました。1991年以来、南北朝鮮、フィリピン、中国、台湾、オランダ、イ ンドネシア、マレーシア、東ティモールの元従軍慰安婦の方がたが、自分たちに対 して行なわれた犯罪につき、日本国を相手取って、国の責任を訴え続けていること を知っています。この度、韓国から12人、台湾から2人の元慰安婦の方がたが訪日さ れて起こそうとされている勇気ある行動は、日本政府がこれまで行動をとらず、被 害を引き伸ばし、悪化させてきたことに対する厳しい警告となるものと考えます。
第二次世界大戦中、日本が占領した様ざまな国で、何万人もの女性たちが強制的に 拉致されたり、だまされたりして、軍が管理する慰安所の「従軍慰安婦」にされま した。女性たちは何度も強姦され、力づくで、あるいは脅されたりして、性奴隷に されました。女性に対するこのような重大な人権侵害は、組織的かつ広範なもので した。こうした人権侵害は拷問にあたります。そしてまた、民間人に対する広範か つ組織的な暴力である点で、「人道に対する罪」を構成すると考えます。したがっ て、こうした犯罪に、時効その他の法的な制限要素は当てはまりません。
過去十年間、元従軍慰安婦たちは、各地方裁判所や高等裁判所、そして最高裁判所 に自分たちが被った犯罪について提訴してきました。しかし、今日にいたるまで、 裁判所は彼女らの正義の実現を拒否しており、日本政府も元従軍慰安婦に対してお こなわれた「人道に対する罪」の法的な責任を認めようとしておりません。
アムネスティは、日本軍の軍人や軍属による性暴力の被害を受けたすべての慰安婦 の方がたに対して、完全な謝罪・賠償がおこなわれるよう求める声を支持いたしま す。また、アムネスティは、あらゆる女性に対する暴力について、調査がなされ、 加害者が処罰されるよう、合わせて日本政府に対して求めるものであります。

I would like to express Amnesty International's support for calls on the Japanese government to ensure that 'comfort women', victims of the crimes of torture and sexual slavery committed during the Second World War by the Japanese Imperial Army, are provided full reparations including, restitution, compensation, rehabilitation, satisfaction and guarantees of non-repetition. We take note that since 1991, former 'comfort women' from North and South Korea, the Philippines, China, Taiwan, the Netherlands, Indonesia, Malaysia, and East Timor have repeatedly brought their cases to the government of Japan demanding state accountability for the crimes committed against them. The current brave initiative in Tokyo by twelve South Korean and two Taiwanese former wartime sex slaves is a stark reminder to the Japanese government that their continuing failure to act only prolongs and exacerbates the suffering.
Tens of thousands of women were forcibly abducted and deceived into becoming 'comfort women' in military controlled comfort stations organized in the different occupied countries during the Second World War. Women were repeatedly raped and made into sex slaves by force, threats and intimidation. These gross human rights violations perpetrated against women were systematic and widespread .These violations amount to the crime of torture. As a widespread and systematic attack against civilians they also constitute a crime against humanity. As such, there is no statute of limitations for these crimes.
For the past decade the former 'comfort women' have brought their cases to the District Courts, High Courts and the Supreme Court in Japan for the crimes committed against them. To this day these courts still deny them justice, and the Japanese government has refused to acknowledge its legal responsibility for crimes against humanity committed against former ' comfort women'.
Amnesty International supports calls on the Japanese government to ensure that full reparations are provided to all the 'comfort women' who were subjected to sexual violence by members of the Japanese Imperial Army. The organization also calls on the Japanese government to ensure that all cases of violence against women are investigated and perpetrators are brought to justice.
