For the English definitions are unclear. “the institution of” can be the building and personnel but as well as what they do, independently of whether they are party to anything; then, one misses distinction from “investigation” ascribed to police, though well one find “police prosecutes”: the meaning understood this broadly, there seems no English term for the institution that comes after police before court, but one uses this hypernym. undo
