「liberalism(リベラリズム)」の定訳である「自由主義」を誤訳であるとし、自由ではなく正義こそがリベラリズムの根幹思想だとする。リベラリズムは「啓蒙」と「寛容」からなり、理性によって人間を伝統や慣習から解放する啓蒙的姿勢。そして、理性の限界が存在することを受け入れ、自分達の考えが必ずしも正しくない可能性に直面した上で、他者からの批判を受けて自身が変化することも許容する寛容的姿勢。この二つを合わせた規範概念がリベラリズムであるとする。その結果として導かれるのは、他者との対話を通してより良い正義の実現を目指す姿勢であり、すなわち熟議を通した民主政であるとしている。

詳細は「自由主義」、「理性主義」、「啓蒙主義」、および「寛容」を参照 リベラリズム(自由主義)は、中世的な教会や諸領主による権威や宿命論に対して、「人間には自由に判断し決定する事が可能であり、自己決定権を持つ」という政治哲学であり、18世紀ヨーロッパで啓蒙主義として広まった。当初の主題は宗教改革での信教の自由であり、三十年戦争後のヴェストファーレン条約により近代的な主権国家が誕生して、国家単位での信教の自由が確立した。このため異なる宗教を持つ間で寛容や多様性の概念が重要となった(政治的リベラリズム、多元主義)。またプロテスタント内部よりリベラリズム(自由主義神学)が発生した。 いかなる私人も、教会や宗教の違いを理由として、他人の社会的権利の享有をそこなう権利を持ってはおりません。…(中略)…いや、われわれはたんなる正義という狭い限度に満足することなく、慈愛、博愛、寛大がそれに加えられねばなりません。 — ジョン・ロック『寛容についての書簡』 またイギリスの清教徒革命・名誉革命、アメリカ独立革命、フランス革命などのブルジョワ革命(市民革命)によってブルジョワジーが実権を握り、アダム・スミスに代表される個人主義的な私有財産権に基づいたレッセフェールによる経済的リベラリズム(古典的リベラリズム、自由主義経済、資本主義)が進展すると、伝統的な共同体の解体、都市への人口集中、プロレタリアートとの貧富拡大や劣悪な労働条件、世界恐慌の発生など社会不安が増大し、各種の社会主義の台頭(改良主義的な社会民主主義、私有財産権の制限・廃止と暴力革命を主張する共産主義などの集産主義)、あるいは植民地獲得競争やブロック経済などが進展した(帝国主義、ファシズム、統制経済)。ジョン・メイナード・ケインズらは、リベラリズムの立場から有効需要理論を唱え、政府による金融政策や、公共事業などの財政政策により非自発的失業を最小にできると主張した。またヨーロッパ諸国では福祉国家論などが進められた(修正資本主義、混合経済)。これらの社会的公正を重視したリベラリズムは、ニュー・リベラリズム(新自由主義)やソーシャル・リベラリズム(社会自由主義)と呼ばれるようになった。(後述のように、アメリカ合衆国では単に「リベラリズム」との呼称が普及した影響で、従来の古典的リベラリストの一部はリバタリアニズムを名乗るようになった。)その後、フリードリヒ・ハイエクなど、古典的リベラリズムの復権を主張してケインズ主義などを社会主義的と批判する立場は、ネオ・リベラリズム(新自由主義)とも呼ばれるようになった。
