I think this is the same object as XL8D89E, for reasons given on the linked page (orbital elements and area/mass ratio are suspiciously similar.)
This object was found in late August 2006, and tracked for some months thereafter. Then it went unobserved for a while, and we completely lost track of it. The extent to which it is affected by solar radiation pressure makes it very clear that this is an artificial object (sadly; we keep hoping to find a rock orbiting the earth.)
It's difficult to project the object's motion years back into the past and future (which is why the identification with XL8D89E isn't totally certain.) It's probably been in our neighborhood for at least a few years. I can't even say for sure if it's been orbiting the earth/moon system since it was launched, or (as J002E3 did) left us for a while, went into heliocentric orbit for a decade or two, and then came back.
