質保証

高等教育機関が、大学設置基準等の法令に明記された最低基準としての要件や認証評価等で設定される評価基準に対する適合性の確保に加え、自らが意図する成果の達成や関係者のニーズの充足といった様々な質を確保することにより、高等教育の利害関係者の信頼を確立することを指す。国境を越えた教育提供の活発化等による国際的競争環境下における高等教育の質保証についても重要な要因となっており、大学設置認可制度等の事前規制、自己点検・評価や認証評価制度等の事後評価等を通じて、高等教育の国際化に対応するため、高等教育機関の質の向上や多様化・個性化の推進とともに、それぞれの制度自体の改善向上も重要となっている。

A mechanism for which higher education institutions secure their quality of education and research in order to build the confidence of stakeholders. Such approaches will include achieving intended outcomes and fulfilling their stakeholders' needs, in addition to the conformity to evaluation standards and the basic requirements stipulated by law. Due to the growth of cross-border higher education in the global competitive economy, quality assurance has become one of the key factors for the development of Japanese higher education. At the same time, the importance of quality enhancement and individualization has increased, which is currently promoted by the framework of ex-ante restrictions (the Approval of the Establishment of Universities) and ex-post evaluations (self-assessment and certified evaluation and accreditation), as well as the enhancement of each evaluation scheme itself.
