スコッター（英：squatters）（スクワッター）は、放棄された土地や建物（通常は住居）を占拠する者のこと^[1]。占拠者は所有権、賃貸料その他の合法的な許可を得ていないため、厳密に言えば「不法占拠」行為である。一方で、アイルランドのようにそれを取り締まる警察の法的根拠が明らかでない場合もある。

^ 「The Zabbaleen―ザブリアン」とは、文字通りエジプト・アラビア語で「ゴミの人」と言う意味。
^ イギリス政府以外にも、例えばドイツ政府はホームレスを「占拠に関する合意に基づき確保された宿泊場所を持たない者。野宿者に加えて、ホームレス用の一時宿泊施設、緊急滞在施設、虐待された女性用の一時宿泊施設等に滞在している者や東欧諸国からの移民で一時宿泊施設に滞在している者を含む」としている。この場合にも、やはり一時的な保護措置（ここには無料定額宿泊所やネットカフェが含まれるだろう）によってもホームレス状態は解消されたことにはならない。しかし、日本からはずっと先進的に見える、上記のイギリス政府のホームレス定義は、同国最大の住宅運動団体「シェルター」からは批判されている。彼らはホームレスを次のように定義している。野原や廃車の中で暮らす家族。不良住環境の中で暮らす家族。過密の中に住む家族。別れてばらばらに暮らす家族。低収入で暮らす家族。物的な危険のもとで暮らす家族。トイレ、湯沸かしなどの基本設備のない家に住む家族。こうしたイギリスの政府やNGOの基準に照らしていくと、日本の多くの「普通」とされている住居も、実は問題を含んでいることが見えてくる。日本で特に問題が大きいのは、低賃金の非正規雇用やブラック企業で働く労働者たちの住居状況である。今野晴貴

^ 「ラ・モビダ・マドリレーニャ運動」は、ポスト・フランコの政権移行期の最初の年にはじまった文化運動であり、1980年代半ば、「Movida」の一般名で他の州に広がった。ちなみに「マドリレーニャ」とはパリジャンと同じく「マドリードっ子」を意味する。
